I can't see where this H unit is going to stop much of anything. Like asknot said, "Time to start looking at a common sense solution."

This "unit" will do no good if the courts don't keep them in jail...time after time a couple on the southside have been arrested for trafficking hero!n and they still walk the streets to this day; yet you get caught with marijuana or a pipe and you do time...what is wrong with this picture??...there's no money to be made from the junkies where as the pot smokers pay their fines and do their time...the courts and the jail have a good money maker going on in this town...

@Tessie regardless of whether you use to escape pain or emotional trauma, abuse always leads to jails, institutions, and death. Anything that can break the cycle of abuse is a good thing.

Naabt dot org., maybe you shouldn't take the opportunity to exploit this article for free advertising.

It really doesn't matter whether something is legal or not when a person wants to escape from their reality. Depending on the culture, people achieve an out of body experience through drumming, dance, song, prayer, drink, gambling, drugs, even video games. This will always exist as long as a person seeks escape from his reality. Whether a person abuses H to escape spiritual, physical, or emotional pain makes little difference. Once that coping mechanism is started, it's almost impossible to stop, not impossible, but really, really hard.

The only way to combat these escape mechanisms is to eliminate the pain of reality. Isn't going to happen. H is some people's drug of choice and it's chosen to combat pain.
