Attorneys representing Martin E. Babics, 52, of 122 Wood St., filed a suggestion of incompetence, not a not guilty by reason of insanity plea, in regard to a rape charge against him. A suggestion of incompetence is argued when an individual may not be capable of understanding the nature of the charges, and is not an admission of guilt.
