How do the Romney/Ryan folks get away with putting out false ads that claim that "Obama is ditching the welfare-to-work requirements of the 1996 welfare Reform Act"?

... At this point, only completely brain-dead persons (and we know who they are by reading the garbage they post on these TIMES forums) believe that President Obama is scrapping the welfare-to-work requirements contained in the 1996 Clinton Welfare Reform Act ... The FACT is that there have been NO changes in the requirements that recipients of TANF (Temporary Aid to Needy Families) or other assistance programs funds must provide proof that they are actively seeking employment. The only changes added since 2009 have been waivers to states to allow them to revise or adjust these requirements to provide better job possibilities ... This is a perfect example of allowing states to control their own economic situations. What happened to all the advocates of "states' rights"? I suppose even those folks can submerge their beliefs on behalf of political expediency - and to rile up the sort of reactionary wingnuts who like to depict ALL unemployed or poor citizens as "lazy bums&
