Grand jury hears rape, assault cases

Involuntary manslaughter, rape and felonious assault are three of the charges recently brought before the Washington County Grand Jury.

Tyson Chad Hill, 39, last known address of 219 Harmar St., Marietta, was indicted on four charges, including one count of involuntary manslaughter, a first-degree felony; one count of trafficking in a fentanyl-related compound, a fifth-degree felony; one count of aggravated trafficking in drugs, a fourth-degree felony; and one count of corrupting another with drugs, a second-degree felony.

He was arrested earlier this month after an investigation into the October 2020 death of 37-year-old Jeffry Ryan Voycik. Voycik was found dead in his home with suspected drugs and drug paraphernalia next to his body.

Voyick’s death was verified as the result of an overdose.

The autopsy report showed he tested positive for fentanyl, amphetamine/methamphetamine, and gabapentin.

Multiple drug intoxication contributed by cardiomegaly was reportedly his cause of death.

Search warrants obtained by the Washington County Sheriff’s Office revealed social media messages between Voycik and Hill, where Voycik reportedly arranged to purchase drugs from Hill.

Approximately 12 hours after allegedly purchasing the drugs, Voycik was found deceased.

¯ Jesse Lee Barnhart, 46, of 603 Main St., New Matamoras, was indicted on six charges, including two counts of gross sexual imposition, both fourth-degree felonies; one count of endangering children, a second-degree felony; one count of rape, a first-degree felony; one count of sexual battery, a third-degree felony; and one count of tampering with evidence, a third-degree felony.

From January 2017 through December 2019, Barnhart allegedly had sexual contact with a juvenile and reportedly coerced the juvenile to be photographed in nudity-oriented matter.

Barnhart also allegedly engaged in sexual conduct with a second juvenile from June 2018 through May 2019.

¯ Robert Justin Wells, 39, of 3491 E. State Route 60, McConnelsville, was also indicted on five charges, including two counts of burglary, both third-degree felonies; one count of grand theft when the property is a firearm or dangerous ordnance, a third-degree felony; one count of breaking and entering, a fifth-degree felony; and one count of grand theft, a fourth-degree felony.

In November, Wells allegedly broke into a Vincent residence and stole household goods, tools and firearms. He also reportedly broke into an Adams Township home in November and allegedly stole a 2005 Keystone Laredo camping trailer.

In a separate case, he was indicted on one count of failure to comply with an order or signal of a police officer, a third-degree felony; one count of breaking and entering, a fifth-degree felony; one count of grand theft, a fourth-degree felony; and one count of felonious assault, a first-degree felony.

According to the Washington County Sheriff’s Office, they investigated a string of burglaries and breaking and enterings in the Little Hocking, Barlow, Vincent, Beverly and Waterford areas in December.

A report was taken at Decker Drilling in Vincent, as they had a break in where the Ford truck was stolen. A GPS tracker on the vehicle showed the vehicle near Third Street in Beverly.

Deputies reportedly found the vehicle and conducted surveillance to identify the suspects. They obtained information needed for a search warrant at 205 Third St., Beverly,and while preparations were being made to execute the warrant, Wells reportedly entered the truck and drove off.

Deputies attempted to box the vehicle in, but Wells reportedly fled and a pursuit was initiated.

The sheriff’s report noted the vehicle fled toward the Muskingum River, between trailers and along the Beverly/Waterford bridge, eventually striking a sheriff’s patrol vehicle before coming back onto Ferry Street. He continued onto Ohio 60, reaching speeds of more than 70 miles per hour. The vehicle was reportedly operating on a manner that the tire shredded and was throwing rubber, striking vehicles in pursuit.

He continued and slid on the roadway, almost striking southbound vehicles head on, however he reportedly corrected and went off the side of the road, across a ditch and into a field in the 20,000 block of Ohio 60. He allegedly fled on foot at that point.

A three-hour manhunt finally ended in Wells’ capture.

Other indictments include:

¯ Zhjontaya M. Anderson, 23, of 226 Rhodes Ave., Akron, was indicted six charges, including two counts of possession of a fentanyl-related compound, both first-degree felonies; one count of possession of heroin, a second-degree felony; one count of possession of a fentanyl-related compound, a second-degree felony; one count of receiving stolen property, a fifth-degree felony; and one count of possession of heroin, a first-degree felony.

In April 2020, Anderson was arrested after being found with a total of 80 to 170 grams of a fentanyl-related compound, as well as 60 to 150 grams of heroin. According to Stat News, a lethal dose of heroin is about 30 milligrams, while a lethal dose of fentanyl is only 3 milligrams.

¯ Dedrick Thomas Jordan, 30, of 3250 NW 17th St., Fort Lauderhill, Fla., was indicted on seven charges, including one count of identity fraud, a third-degree felony; one count of theft from a person in a protected class, a third-degree felony; two counts of telecommunications fraud, both third-degree felonies; one count of unauthorized use of computer, cable or telecommunications property, a third-degree felony; one count of unauthorized use of computer, cable or telecommunications property, a fourth-degree felony; and one count of grand theft, a fourth-degree felony.

In December 2019, Jordan allegedly used personal information to hold himself out to be Joseph Duffey and reportedly stole $23,575 from him.

¯ Jessica Rolande Delva, 28, of 1525 SW 111th St. 9-105, Pembroke Pines, Fla., was indicted along with Dedrick Thomas Jordan, on seven charges, including two counts of telecommunications fraud, both third-degree felonies; one count of identity fraud, a third-degree felony; one count of unauthorized use of computer, cable or telecommunications property, a third-degree felony; one count of unauthorized use of computer, cable or telecommunications property, a fourth-degree felony; one count of attempting to commit an offense, a fourth-degree felony; and one count of attempting to commit an offense, a fifth-degree felony.

Between December 2019 and December 2020, she reportedly used personal information from Joseph Duffey to steal $19,650 from Tonya Duffey.

¯ Haley Ashton Jett, 29, of 8 Abbey Village Drive, Parkersburg, was indicted on four charges, including one count of disrupting public services, a fourth-degree felony; one count of theft from a person in a protected class, a fifth-degree felony; one count of theft, a fifth-degree felony; and one count of domestic violence, a first-degree misdemeanor.

In November, she allegedly stole an Ohio EppiCard/Debit card and used it to purchase $135.82 in goods.

¯ Anthony Duane Tilley, 47, last known address of 70 Hanover Road, Cutler, was indicted on one count of identity fraud, a fifth-degree felony, and one count of obstructing official business, a second-degree misdemeanor.

The indictment stems from an arrest in January after using Jeffrey Tilley’s personal information without his consent.

In a second case, Tilley was indicted on one count of burglary, a third-degree felony. He allegedly trespassed in an occupied structure with the purpose to commit theft.

In a third case, Tilley was indicted on one count of burglary, a second-degree felony; two counts of grand theft when the property is a firearm or dangerous ordnance, both third-degree felonies; and one count of having weapons while under disability, a third-degree felony. He reportedly trespassed in early November at 1088 Cornes Road, Little Hocking with the purpose to steal a .44 caliber rifle and 45/70 caliber rifle from Willian N. Wilcoxen.

He was previously convicted of armed robbery on Sept. 19, 2007, in Glynn County Superior Court, Glynn County, Georgia.

¯ James F. O’Brien, 57, of 729 Seventh St., Marietta, was indicted on four charges, including one count of felonious assault, a second-degree felony; one count of disrupting public service, a fourth-degree felony; one count of domestic violence, a first-degree misdemeanor; and one count of domestic violence, a fourth-degree misdemeanor.

He reportedly attacked a woman with a knife in February in Marietta.

¯ Tyler C. Timberman, 27, of 11271 State Route 762, Orient, was indicted on one count of escape, a third-degree felony. He was arrested in February on Ohio 7 in Marietta.

¯ Walter E. Dobbs Jr., 49, who was incarcerated at the Correctional Reception Center in Orient, was indicted on one count of escape, a third-degree felony, after an arrest in February on Ohio 7 in Marietta.

¯ James P. Keeton, 42, address unknown, was indicted on one count of escape, a third-degree felony, after an arrest in February on Ohio 7 in Marietta.

¯ Dustin Bradley Whipkey, 36, of 630 Walnut St., Lowell, was indicted on one count of tampering with evidence, a third-degree felony. He was arrested after an incident Feb. 12 at his residence.

¯ Earl D. Griffin, 44, of 2470 Pleasant Ridge Road, Marietta, was indicted on one count of breaking and entering, a fifth-degree felony; one count of petty theft, a first-degree misdemeanor; and one count of receiving stolen property, a first-degree misdemeanor.

He was arrested after allegedly stealing a lawn wagon from a Washington County resident.

¯ Vincent Edward Roberts, 40, of 2713 Roberts Road, Amesville, was indicted on four charges, including one count of failure to comply with an order or signal of a police officer, a third-degree felony; one count of obstructing official business, a fifth-degree felony; and two counts of receiving stolen property, both fourth-degree felonies.

He was arrested after reportedly failing to stop for law enforcement in February, as well as having a Polaris Ranger, owned by HERC Rental, and a Polaris Razor 800, owned by Tyler Hearn.

¯ Erica T. Kidder, 28, of 1290 Roberts Road, Amesville, was indicted with Vincent Edward Roberts on one count of receiving stolen property, a fourth-degree felony, and one count of obstructing official business, a second-degree misdemeanor. Kidder was allegedly found in February with a Polaris Razor 800 owned by Tyler Hearn.
