Council performs first reading of three ordinances and one resolution, takes no further action

Marietta City Council performed the first reading of three ordinances and one resolution and then took no further action Thursday.

Council passed the first reading of Ordinance No. 110 (24-25). The ordinance is for transferring money from one fund to another and includes: moving $8,000 from general fund unappropriated to general fund engineering; $2,500 from Marietta Harbor operating fund operation supplies to Marietta Harbor operating fund miscellaneous contractual services; $17,169 from community development fund public facilities to community development fund neighborhood revitalization; $15,000 capital improvement fund unappropriated to capital improvement fund buildings and other structures; $10,000 from general fund law director salaries and wages to general fund miscellaneous contractual services; and $5,000 general fund unappreciated to general fund miscellaneous advertising.

Council also passed the first reading of Ordinance No. 111 (24-25), which allows the city’s safety service director to enter into a contract with Northeast Sweepers and Rentals Inc. for the purchase of a new 2024 RAVO R5 street sweeper and to trade in the city’s current 2018 Schwarze A& Tornado street sweeper for a cost not to exceed $256,892.

The first reading was also approved of Ordinance No. 112 (24-25), which allows the city’s safety service director to sell a used 1994 Sutphen TS90 ladder truck and Hale Model 65600 1,550 gallons per minute pump used by the Marietta Fire Department for a minimum bid of $12,500 by entering an auction.

Council performed the first reading of Resolution No. 41 (24-25) which authorizes and directs the city’s public safety service director to enter into a public housing agency service agreement with Washington-Morgan Community Action for the operation of the city’s public housing program.

Council members discussed committee meetings they would like to have in the coming weeks.

There will be a Public Lands, Buildings and Parks meeting with the purpose of discussing with the Start Westward Memorial Society the city’s project to replace the sandstone statute that makes up the Memorial to the Start Westward of the United States with a bronze replica. Mayor Joshua Schlicher brought up the request for the meeting and At-Large Councilman and Committee Chair Harley Noland agreed to have it.

He also said he wanted a meeting to talk about the city’s $9.4 million levee improvement project. Noland suggested 5:30 p.m. Nov. 4 for the meeting, but it was not yet listed on the city’s website.

Council members also received a brief update about adult-use recreational marijuan legislation during Thursday’s meeting.

Ward 2 Councilman and Planning, Zoning, Annexation and Housing Committee Chair Bret Allphin shared an update about three resolutions regarding recreational adult use marijuana.

The resolutions – Resolution No. 94 (24-25), which adds new marijuana definitions and adds dual use dispensaries to the city’s existing medical marijuana ordinance, Resolution No. 95 (24-25) which sets the number of adult-use recreational marijuana dispensaries in the city to two and regulates the use of adult-use recreational marijuana, and Resolution No. 96 (24-25) which is related to adult-use recreational marijuana, dispensary licenses and zoning – all received a first reading during an Aug. 22 special council meeting, but no further action has been taken.

Allphin said the city’s Planning Commission met Wednesday about the resolutions.

“(They) sent their recommendation for (the resolutions) back to council,” he said. “So those will be coming off the table, but not tonight. They’ll be coming off the table soon.”

The next council meeting is 7:30 p.m. Nov. 4 in Room 10 of the Marietta Armory.
